About the Position: This position is a DOD Cyber Excepted Service (CES) personnel system position in the Excepted Service under 10 USC 1599f. Employees occupying CES positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25. This position is located at Camp Zama, Japan. This is a position with an initial overseas tour of 36 months with possible extensions for a total of 5 years.


  • Serves as the Human Resources Coordinator for the 78th Signal Battalion.
  • Provides personnel management advisory services with a wide variety of position and personnel actions.
  • Advises on the full range of life cycle functions and assist management in accomplishing their human resource management responsibilities.
  • Provides the full range of technical support and technical services on assigned portions of position management, classification, staffing, and human resource development programs.

Current Civilian Employees of the Organization Applying to Cyber Excepted Service (CES) Positions **Organization is defined as current, permanent ARCYBER/NETCOM employees only. In order to qualify, you must meet the education and/or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Basic Requirement for Human Resources Coordinator: Applicant must have one year of directly applicable experience that demonstrates the possession of knowledge, skills, abilities, and competencies necessary for immediate success in the position. Qualifying experience may have been acquired in any public or private sector job, but will clearly demonstrate past experience in the application of the particular competencies or knowledge, skills, and abilities necessary to successfully perform the duties of the position. Such experience is typically in or directly related to the work of the position to be filled. Qualifying experience would be demonstrated by providing civilian liaison services for recruitment and placement actions in coordination with the human resources service center; assisting commanders, managers, and employees with organization-specific position management and classification requirements; coordinating the administration of awards programs to ensure timely submissions; and delivering human resources development support to customers. OR Education: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.
