Program Analyst
This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service. About the Position: Serves as the Program Analyst responsible for reviewing and interpreting Congressional, Office of the Secretary of Defense (OSD), and Headquarters Department of the Army (HQDA) guidance to identify impacts to HQ United States European Command (HQ USEUCOM) programs and resources.
- Analyze funding and manpower requirements, coordinates issues with appropriate USEUCOM staff, and submits command resource changes/adjustments to HQDA or OSD as required.
- Verify personnel requests against manpower authorization requirements prior to funding civilian personnel requirements for HQ EUCOM.
- Provide civilian payroll costing information to the Manpower Governance Board for decision making and validation of new requirements and temporary personnel needs.
- Recommend changes to improve budgetary reporting requirements pertaining to civilian personnel requests and funds utilization.

You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Specialized Experience: One year of specialized experience equivalent to at least the GS-11 grade level in the Federal service which includes (1) Analyzing data to make recommendations on manpower funding requirements; (2) utilizing automated systems such as General Fund Enterprise Business System (GFEBS), Defense Automated Time Attendance and Production System (DATAAPS), Defense Civilian Personnel Data System (DCPDS); Defense Civilian Pay System (DCPS), and/or Defense Travel System (DTS); (3) Gathering data to estimate civilian pay costs, PCS costs such travel, per diem.
