This vacancy is for a GS-0340-15, Program Manager located in the Department of Homeland Security, U.S. Coast Guard, OFFICE OF CONTRACT OPERATIONS -CG-912 in WASHINGTON, District of Columbia.
You will serve as a Program Manager and be responsible for providing strategic and tactical support and guidance on programmatic, budgetary, and resource issues affecting the HCA Office and the contracting and procurement (C&P) workforce.. Being a Coast Guard civilian makes you a valuable member of the Coast Guard team. Typical work assignments include: Advises the HCA on all resource management issues. Manages the development and defense of the HCA budget. Publishes policy, guidance, and provides oversight for all business management, financial management, and performance management functions related to the HCA. Provides external engagement in financial management area with Department of Homeland Security (DHS), Office of Management and Budget, Government Accountability Office, DHS Inspector General, and Congressional staffs. Requirements
Basic Requirements: To qualify at the GS-15 grade level, your resume must demonstrate at least one (1) full year of specialized experience equivalent to at least the GS-14 grade level in the federal or private sector. Specialized experience is experience that has equipped you with the ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work. Examples of specialized experience include performing the following types of tasks on a regular basis. NOTE: All experience statements (i.e., duties, specialized experience, or occupational assessment questionnaire) copied from this announcement and pasted into your resume will not be considered as a demonstration of your qualifications for this position. Specialized experience should demonstrate the following: Plans, establishes, and directs programs implementing administrative control systems for the agency, specifically the various acquisition projects. Overseeing the management of all human capital activities to ensure it has a cohesive human capital management plan and strategy. Conducting comprehensive studies, developing policies, methods, and procedures related to program management and the design, development, and delivery of mission supporting functions, products, and/or activities. NOTE: Education cannot be substituted for experience at this grade level.
