TELECOMMUNICATIONS SPECIALIST

In order to qualify, you must meet the Specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, group coverage qualification standard for Administrative and Management Position. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the GS-09 grade level, or equivalent in other pay systems, which includes: applying a wide range of communications concepts, principles, practices, procedures, policies, standards, and operational requirements, and performance characteristics of satellite telecommunications and broadcast technologies. Including the theory of electronics, fiber optics, amplifiers, waveguide components, and wave tubes; principles of computers, spread spectrum techniques, satellite tracking, and servo drive mechanisms. As well as interpreting publications, blueprints, wiring and logic diagrams, and schematics; communications theory; principles of fixed and transportable wideband and earth terminal communications systems and equipment, and their operational procedures. You must also be able to apply satellite orbital mechanics; data analysis procedures; test equipment and circuit analysis; principles of multiplexing, analog to digital conversion, digital data transmission; networks associated with multichannel equipment; installing and testing practices; voice and data communication equipment; and Defense Communications Agency technical and satellite control and testing procedures. OR EDUCATION: Ph.D. or equivalent doctoral degree, 3 full years of progressively higher-level graduate education leading to such a degree, LL.M. with a major study in electrical or electronic engineering, mathematics, physics, public utilities, statistics, computer science, telecommunications management, information systems management, business administration, industrial management, or other fields related to the position to be filled. Note: Must submit a copy of your transcript OR COMBINATION OF EXPERIENCE AND EDUCATION: A combination of education and experience may be used to qualify for this position. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of a wide range of telecommunications theories, concepts, principles, and practices, procedures, policies, standards, operational requirements; and of operational and performance characteristics of satellite telecommunications and broadcast technologies to develop procedures, policies, and practices; and the ability to perform formalized instructions on telecommunication operations, design, theories, and equipment. Knowledge of current broadcast television equipment specifications, capabilities, costs, technologies, and techniques in order to design, coordinate, plan and resolve well defined and/or difficult requirements for equipment, systems, and services dealing with TV, antennas, microwave, transmitter, and satellite communications technologies. Knowledge of streaming and live delivery implementations for common video formats. Ability to understand the capabilities, limitations, operations, design characteristics and functional use of variety of types and models of broadcast television equipment and communication systems used by broadcasting facilities. Ability to comprehend and apply AFI's, guidelines, DOD regulations, DOD Engineering and Installation Practices and standard policies and practices of the commercial broadcast television industry and the ability to develop, and implement regulatory communications guidance, to explain and justify various aspects of key policy and programs; to evaluate existing precedents and determine appropriate actions to establish new guidelines; as well as the ability to gather and analyze and present data to make effective recommendations. Knowledge to operate VidCad design, documentation software, and various computer-based design activities and associated computer hardware is desired along with experience in designing and creating detailed three- dimensional drawings and architecture floor plans of video production equipment and facilities. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
