The following are the duties of this position at the full working level. Strategic Project Leadership - Leads the full lifecycle of complex, cross-functional projects from initiation through closeout, ensuring alignment with agency goals, timelines, and resource constraints. - Defines project scope, objectives, deliverables, and success metrics in collaboration with stakeholders. - Develops and manages integrated project plans, timelines, and budgets; monitors progress and adjusts plans to ensure successful execution. Advanced Program and Process Analysis - Conducts comprehensive evaluations of internal operations, administrative functions, and program performance to identify improvement opportunities. - Designs and implements evaluation plans, performance metrics, and data collection methodologies to assess program effectiveness and operational efficiency. - Applies advanced qualitative and quantitative methods-including statistical analysis, forecasting, and modeling-to support evidence-based decision-making. Requirements
Federal experience is not required. Experience may have been gained in the public sector, private sector or through Volunteer Service. One year of experience refers to full-time work; part-timework is considered on a prorated basis. You must meet the following requirements by the closing date of this announcement. QUALIFICATION REQUIREMENTS: To qualify for this position, you must meet the qualification requirements outlined below: SPECIALIZED EXPERIENCE GS-14: To be eligible for this position, you must have one (1) year of specialized experience at a level of difficulty and responsibility equivalent to the GS-13 grade level in the Federal service. Specialized experience includes: Experience leading projects through initiation, planning, execution, monitoring, and closeout by developing project scopes, schedules, resource plans, budgets, performance measures, and risk mitigation strategies. Experience evaluating programs, operations, or business processes by collecting and analyzing performance information, identifying improvement opportunities, and recommending actions to improve organizational performance. Experience implementing process improvement initiatives by developing or applying project management methodologies, performance measures, or process improvement techniques to improve operational efficiency and service delivery. Experience coordinating projects involving multiple organizations or stakeholders by facilitating meetings, resolving project issues, monitoring project milestones, and communicating project status and recommendations. Experience preparing analytical reports, executive briefings, recommendations, or other written products used to support organizational planning, resource allocation, or management decisions. Experience monitoring project performance by tracking schedules, costs, risks, performance indicators, and project outcomes and recommending adjustments to support successful project completion.
